Pakistan based terrorist groups strengthen themselves in Myanmar

A worrisome development that has serious implications for the security of India particularly in the sensitive north east region is the emergence of terrorist groups linked to the Pakistan based terrorist groups. Recently a number of such terrorist groups have been noted in Myanmar.

In June 2012, during the sectarian violence between the Rohingyas and Buddhists in the Rakhine State of Myanmar, credible evidence of the involvement of Pak based terrorist groups including that of the Lashkar-e-Taiba (LeT) had been found. A number of Rohingya terrorists had received training in LeT's training camps in Pakistan. Hafiz Md. Saeed in the past had blamed the Myanmar regime for "sufferings of Rohingyas" and was reported to have been actively planning to recruit Rohingyas to target the Myanmar government. Soon after the riots in 2012, LeT using its trained Rohingya terrorists formed an organisation known as Difa-e Mussalman Arakan-Burma with a view to unite the disgruntled Rohingyas to oppose the ruling regime in Myanmar. In August the LeT sent important functionaries to forge links of this new outfit with other Islamic terrorist groups both in Myanmar and Bangladesh. This was an aimed at enhancing the influence of this outfit and ensuring a coordinated action against the Myanmar regime. 

LeT has also roped in other terrorist groups in its efforts to intensify terrorist activities in Myanmar. Reliable reports indicate that along with Harkat ul Jihadi al Islami (HuJI) and Jaish-e- Mohammed (JeM) and Bangladesh based Jammat ul Mujahideen-Bangladesh is making efforts to expand the influence and activities of Rohingya Solidarity Organisation. Reports suggest that some of the Pakistan based groups have also formed their branches. The formation of Harkat ul Jihadi Islami (Arakan) and Tehrik-e-Jihadi Arakan have been reported.

Rohingyas are not only in Myanmar but are also present in Bangladesh and India. The growing radicalisation of Rohingyas and emergence of new terrorist groups linked to Pakistan based terrorists outfits do not bode well for Myanmar, Bangladesh and India. The important aspect is the role of ISI in actively guiding and assisting these groups to recruit and train Rohingyas for terrorist activities. Last year two terrorists (Noor-ul-Amin and Ali Ahmed aka Abu Jibral) were arrested in Bangladesh, who confirmed ISI's support in training and financial assistance to Rohingyas.

This is an alarming development in view of the larger plan of ISI to create problems for India. Pak Army and ISI are using terrorist groups to bleed India. Despite assurances given by Pak leaders in the past that they would not allow the Pakistani soil to be used by terrorists to launch attacks in India, the ISI and Pak Army combine continue to follow the policy of bleeding India through a thousand cuts. The recent revelations by Pak General Aziz that during the Kargil conflict only Pak soldiers were used reflect the mind-set of ISI and Pak Army. The well trained Rohingya terrorists in all probability would also be used by the ISI in the north-east for raising the level of communal violence there. The coming period may witness stepped-up ISI sponsored activities in the north-east. This calls for not only taking appropriate steps to counter terrorism/communal violence in the north-east but also coordinated action along with Bangladesh and Myanmar to neutralise the activities of newly formed and ISI supported Rohingya terrorist groups in all the three countries.  

India's problem with externally supported terrorism is the most serious challenge. The counter-terrorism demands exceptional levels of alertness, a sound system of intelligence collection and timely dissemination of inputs and ability of the counter-terrorist forces to respond in time to neutralize the terrorists. But more importantly, Indian leadership needs to prioritise the threats our nation is facing. The externally sponsored terrorism which India faces is a strategy of our neighbour to deal with India. Therefore this has to be seen as such. Pakistan is trying to destabilise India, internationalise Kashmir issue and cause communal divide in India through the use of terrorism. There is a need for political consensus and cohesion in society. The political leadership should stop making statements for electoral gains. These reflect lack of farsightedness of political leadership and result in creating divisions in the society. There is no comparison between the highly deplorable but isolated and not supported by any State terrorist acts of a section of Hindus with Pakistan sponsored systematic acts of terrorists. By doing so the political leaders are harming the national interests. Instead of confused thinking, the political leaders should assess clearly the threats and take appropriate actions. Their obsession to put blame on the opposition for everything is going against the security interests of India.
