Adarsh Mumbai - where the 303 is a tradition

More than researching the Adarsh CHS Commission's report, and the fairly caustic as well as sometimes satirical comments in it, has been the interaction with readers on the subject. Continuing from http://blogs.timesofindia.indiatimes.com/Dehati-Aadmi/entry/adarsh-mumbai-twice-is-still-not-enough and http://blogs.timesofindia.indiatimes.com/Dehati-Aadmi/entry/adarsh-mumbai-or-why-size-is-not-everything and just mentioning in passing that one of the persons mentioned, our very own Indian Foreign Service officer, Ms. Devyani Khobragade, has just returned to India, here's the 3rd installment of interesting reasons provided by people who apparently sold National Interest down the coal mines to get hold of a few small apartments.

Imagine what they would do for, say, a shop in the Western world? Or maybe a posting as a Professor on wines in some University? 

56.83 - Major General (retd) Tej Krishan Kaul has been covered in the previous blog, but I just want to add part of an eMail I received offline about him and his fellow suspects - "if the chiefs go for 1000 sq ft of Mumbai real estate, how much should the poor battlefield commander go for? A Shanghai penthouse or a cottage in Murree?" (should they be called chief or thief?)

57.10 - Dr. Archana Tewari, appears to be what is often referred to as "wild card entry", meaning there is no really valid explanation on why and how she became a member in the first case. In addition, there is reference to litigation between her and the CHS well before this scam broke the surface, so if you can please read this part of the report and try to explain it to me, I shall be grateful. (incidentally, the Commission found her also ineligible)

57.18 - Smt. Seema Vinod Sharma is the wife of Shri Vinod Manoharlal Sharma who happens to be the brother-in-law of Shri Ashok Chavan, the former Chief Minister of Maharashtra. She gives her address as "White House, 91, Walkeshwar Road, Mumbai-400006" which does not belong to her family but has been occupied by them for over 3 decades-and they only pay electricity bills for it. In addition, there are other apartments alloted to her family from the CM's discretionary quota in Mumbai. It also appears that she has the largest and best apartment in Adarsh CHS but for the lowest price. (In the famous Raj Kapoor-Nargis starrer Shree 420 there is this song which makes reference to "thaneedaar ka sala"" Here it is - http://www.youtube.com/watch?v=uBlBBJWBSQw)

57.23 - Prof Satyasandha Vinayak Barve, retired professor, 80+, retired in 1986, whose daughter-in-law's husband (son??) is or was the Inspector General of Police in Maharashtra, can't really remember all the details about his flat, nor does he remember or place on record where some or most of the money for the flat came from. (academics, forgetful, right, the absent-minded professor!!)

57.26 - Lt. Cdr. (retd.) Chunilal, who applied for and bought the said flat out of funds largely borrowed from an NRI Shri Sharad Madan, and then entered into a leave and licence with the same NRI, claims that he needed the apartment in case his sons decided to shift to Mumbai. (more paternal love, this building is full of love!!)

57.28 - Shri Uttam Gokhare, Civil Contractor from Nagpur, stated that an apartment in Mumbai would be useful for him from point of view of education of his children. One Arun Upadhyay told him about the CHS, one Arundhati Upadhyay loaned him most of the money as a "hand loan" without any security and documents, and he too got one of the largest flats alloted and delivered for a lower amount than the smaller apartments. (Shri Gokhare continues to work as a civil contractor with the Upadhyays)

57.33 - Shri Girish Pravin Chandra Mehta is a diamond merchant Director of Atul Diamonds Pvt. Ltd. with an office at Opera House in Mumbai, showed an income of Rs 17,719/-, took an interest-free loan of 65 lakhs from SuperLine Constructions, paid it back in two years, and has not taken possession of the apartment allotted to him it seems. (diamond business is not really all that down, is it?)

57.36 - Shri Kanishka J. Phatak, son of Dr. Jairaj Phatak, previously Municipal Commissioner of Mumbai. At the time of application, he was 20 years old, and a student. (Another doting son being given an early start in life?)

57.39 - Ms. Supriya V. Mhaske is the daughter of Shri VasantRao Mhaske, then Dy. Inspector General of Registration in Pune, and 57.42 Shri Omkar Tiwari is the son of Shri Ramanand Tiwari, then Principal Secretary of the Urban Development Department of the Government of Maharashtra, and both were allotted apartments at Adarsh CHS. (what more can one say?)

The larger picture emergin here, as we move into 4th gear soon, is that it was not just the Indian Army and Indian Navy which was behind the whole Adarsh CHS issue. And that one of the deeper issues is the root of the whole issue - why does it appear that people in government service use tax-payers resources to work out all their personal real estate issues?

I mean, all these deals were struck during working hours, right?
